"Detect keyboard layout" is invisible to orca

Bug Description
Binary package hint: ubiquity
orca does not read out the key symbol options to press so this option is useless to screen reader users. The keyboard layout can be selected using the regular options so I would suggest removing the detect keyboard function when doing the screen reader assisted install.

If the install is done while connected to the internet it will attempt to figure out where you are and what keyboard you are using, and it gets it right for me (en_GB) if you don't let it connect to the internet you get the US keyboard with no £ and @ and " the wrong way round. We can update the a11y documentation to strongly recommend installing with a network connection as a workaround for this.
