Bug Description
Please cherry-pick 2c670b5 from upstream for oneiric. It closes a race that can cause link negotation to fail.
[Impact]
Severity: high; network does not obtain link
Frequency: rare
[Development Fix]
commit 2c670b5
[Stable Fix]
Trivial cherry-pick from upstream
[Test Case]
Not easily reproducible
[Regression Potential]
Minimal; code is very isolated, stable upstream, and we've been using it in an OEM project for several months w/ no problems.
