osmo-hlr binary package in Ubuntu Noble armhf

 OsmoHLR is a Osmocom implementation of HLR (Home Location Registrar)
 which works over GSUP protocol. The subscribers are store in sqlite DB.
 It supports both 2G and 3G authentication.
