perf build disables tracepoint support

Bug Description
Since commit 92550b568d, the perf build for Ubuntu kernels does not link to libtraceevent, and thus cannot perform any operations on tracepoints, including processing perf.data files that contain tracepoint events. This is a significant loss of functionality.
Attempts to utilize tracepoints fail with the following:
perf record -e skb:kfree_skb
event syntax error: 'skb:kfree_skb'
libtraceevent is necessary for tracepoint support

Oracular/Noble patch reenabling libtraceevent has been sent to kernel-team mailing list -- these patches are effectively reverting commit 92550b568d (UBUNTU: [Packaging] perf: build without libtraceevent)
