UBUNTU: [Config] gcp: Add ARM64 support for IDPF driver

[Test Case]

* Compile tested
* Boot tested
* Google performed some basic validation of the IDPF driver on arm64

[Where things could go wrong]

* Low chance of regression, changes have been upstream since 6.6 kernel
* Bulk of changes in IDPF driver
