Update Mantic to 1.2.9

The current version in Mantic is 1.2.6.3-1ubuntu10 which is based on upstream 1.2.6.3 which is from December 2021. From the 17 Ubuntu patches [1] all except the last three are in Debian unstable 1.2.9-1. We haven't updated since Jammy so let's do that.
