Lucid: Build performance improvements

The debian/rules makefile is not well organized and does not support parallel compilation. Given the number of times that this kernel will be built over the next 3 years, it makes sense to try and improve on developer build times. These improvements will likely have no effect on archive build times.

This bug is awaiting verification that the kernel in -proposed solves the problem. Please test the kernel and update this bug with the results. If the problem is solved, change the tag 'verification-needed-lucid' to 'verification-done-lucid'.

If verification is not done by one week from today, this fix will be dropped from the source code, and this bug will be closed.
