Just to add to Erick's comment, I am still seeing users being hit by this problem on a daily basis. Although this report says 9 people affected I can assure you it's much higher. Unfortunately most of these people are new users attracted to Ubuntu and it's not very good advertising.

So, isn't it about time someone changing the importance from 'undecided'?

Note also that for some people the proposed fixes work easily, but there are some where the fix does not work and a reinstall is required.

Questions:
Why does the install program encourage installing grub2 to a partition with no warning, whereas if you try and install grub2 manually you have to force it to do this?
Why can't grub2 detect that it doesn't belong on a windows partition?
Why does grub2 try and install bootloaders on a wubi upgrade and then when you select no MBR's or partitions give you a big warning about how the system could be unbootable?

Opinion:
Grub2 is an important piece of Ubuntu, and it needs to fit with all officially supported uses of Ubuntu. This includes dual boots and Wubi installs. I know it's not simple, but it seems to me that it could be a lot simpler.
