Bug Description
Hi,
As discussed with Lena Voytek, Data Platform team needs a jammy-based backport for Patroni 3.0 which is available in lunar (3.0.0) already. The current jammy version 2.1.3 misses several important features required for PostgreSQL charms.
If possible, please sync Patroni 3.0.1 from Debian sid to deliver the latest bugfixes:

Delivery as Launchpad PPA is an acceptable option.
Note: PostgreSQL charms will be a part of commercial offers and will be covered with SOSS.
P.S. The best option is to have the latest Patroni version as a part of Ubuntu 22.04 LTS.
