Bug Description

[ Impact ]
Due to a snapd preseeding bug (https://bugs.launchpad.net/ubuntu/+source/snapd/+bug/1990884) image builds are currently hanging. If we remove the preseed step from livecd-rootfs these builds will be able to complete, and the preseeding will be done during firstboot.

[ Test Plan ]
Run a livecd-rootfs image build with the version of livecd-rootfs in -proposed. If it succeeds without hanging, the bug is fixed.

[ Where problems could occur ]
It is possible that not preseeding the snaps could have unintended consequences for the resulting images. The images that are built should be thoroughly tested and checked for the correct snaps being in place after firstboot.
