Bug Description

[Summary]

During SRU testing, I found some of devices failed to run the usb test, when I re-plugged the usb stick, it can be detected, but after rebooting, usb stick is gone again.

I did some further checks and found that If I power cycle the device, it can be detected again.

It seems to happen on the device plugged with a Sandisk usb stick.
