Bug Description
On and up-to-date 22.04 VM (virt-manager 4.0.0-1 on 22.04 hardware host), when I change the theme in gnome-tweaks, it does not immediately take effect. These are the journalctl logs:

If I log out and back in, still the theme is not applied. If I reboot the system, the new theme is applied.
On the 22.04 host, I notice that the theme is applied to the chromium snap immediately. It still does not apply to gnome-tweaks itself.

The issue affects Kinetic too. When you change the theme, it does immediately update the chromium snap but other apps (both snap and non-snap) seem unchanged. I tested a limited number of apps for the immediate theme change:
* chromium snap - theme updated immediately
* gnome calculator (both deb and snap) - theme updated in the snap immediately
* gnome tweaks (deb) - theme not updated
It seems like the theme of the snaps are being updated immediately via snapd-desktop- integration, but the debs are not being updated until a reboot.
