Booting Ubuntu 21.04 from DVD takes more than 30 minutes and its environment are corrupted

Bug Description

Booting Ubuntu 21.04 from DVD takes more than 30 minutes, and fails to start "Ubuntu Live CD installer" and many services.

How to reproduce:

- Burn Ubuntu 21.04 installer to DVD-R.
- Start-up PC from the DVD-R.
- Wait until the instaleler is displayed.

Expected result:

- Startup installer in 10 minutes at longest.

Actual result:

- Takes more than 30 minutes and so.
- Failed to start installer and show up live desktop environment.

Workaround:

- Set "fsck.mode=skip" to the kernel boot params (after /casper/vmlinuz) via GRUB menu entry.

Notes:

- Integrity check is passed with the DVD-R too.
- USB boot can boot in less than few minutes.
- The results is the same in both of UEFI and Legacy BIOS.

Details:

From 21.04, the casper package will execute integrity check (casper-md5check.service) in any boot time.

However intergrity check is very heavy task for physical DVD drive, it will waste CPU time.
Therefore many services -- include NetworkManager and related network tasks -- will be timeouted,
and then ubiquity and others doesn't startup.

Finally interity check is finished after tens of minutes, desktop environment will be work.

I attached journalctl log, many services are reached to timeout.

Kubuntu 21.04

I wrote the ISO to a couple of DVD-RW.
I tested the discs on 2 other machines, completely different motherboards, CPUs, DVD drivers.
One of them says
[FAILED] Failed to start Snap Daemon.Card State... submit kernel crash signature
[FAILED] Failed to start Ubuntu live CD installer.

One of them says
[FAILED] Failed to start Modem Manager.
[FAILED] Failed to start Snap Daemon.for details.d submit submit kernel crash signature
[FAILED] Failed to start Ubuntu live CD installer.

I also tried writing the ISO to a USB stick using some tool. Booting from the USB stick and installing Kubuntu 21.04 worked fine.
So, there is something specifically wrong with installing from DVD.
A couple of other people have the same problem. I haven't encountered a person for whom install from DVD worked.

I confirm problem with 21.04 and 21.10

I can not get a screenshot where the pc halts.
I took a picture and attached here.
On the same computer installer starts from USB without problem.

I can confirm this exact same problem with Ubuntu 21.10 live DVD in a Dell Inspiron N4110, a Dell Latitude E5430 with 16gb of ram, and an Acer Predator AG3610 with 6GB of RAM.I tried redownloading the media and burning to a different DVD brand on a different burner and got the same result.

The cli read the following failures:

Failes unmounting /cdrom
Failed to start Snap Daemon
Failed to start Ubuntu live CD installer

The desktop eventually loaded but barely functioned. No snap apps were available.

To date, I have not gotten a 21.10 live DVD to work with any system correctly.

I have tried running the live DVD of 22.04 with the workaround and I am not able to make it work. The DVD drive struggles and services start to timeout and fail on startup. Including Snap Daemon and Network Manager

I can confirm this on 22.04 LTS. Affects both Ubuntu and Xubuntu images.
It is impossible to install from a DVD.

Three different computers, three different (verified both media and drive) DVD-R's, three different drives, all behave similar:

- The splash screen after selecting "Try or install Ubuntu" just takes forever and then throws "Failed to start Ubuntu Live CD installer". Meanwhile the DVD shoeshining goes on.
- Removing the "quiet splash" from the grub menu indicated that the services are timeoutting (f.ex. Snap Daemon and Network Manager)
- Adding the "fsck.mode=skip" yielded a successful install on all three computers.

I had the same symptoms than the ones reported above by Janne and Raquel for a Xubuntu 22.04 Live DVD:
- I first checked the iso file (checksum ok) => I got "Failed to start Ubuntu Live CD installer" after ~15 minutes, then again after ~15 minutes more I got an almost frozen install Desktop with no way to continue + DVD very buzy
- I used another DVD => failed again
- I used boot option "nomodeset" => failed again
- I finally used boot option "fsck.mode=skip" => then the installation has started and was successful
