It would help if you attached your /var/log/wpa_supplicant.log file to this bug report. Try and get connected a few times and then also see if you can get a few failures in there. If you have intermittent connections -- it really sounds like a driver thing (or a thing on northwestern's end.)

From the link you posted, it doesnt look like you need a cert. It might be worth trying PEAPv1 -- just to see if it works.
