Bug Description

Since debhelper >= 13.3[1], dh-systemd has been moved into debhelper itself and the transitional package has been removed[2], so the Build-Deps for linux should be updated instead.

Should have been fixed in 5.11.0-12.13 or newer. Mark duplicate to bug 1918148 instead.
