Appears to be a permissions issue with group not having access to /etc/panko.

[Test Case]
Run autopkgtests and curl command should be successful.

[Regression Potential]
Very low. The change involves modifications to the default apache2 site config for the panko API. It will be aligned with what the rest of the OpenStack packages use.

This is fixed in focal-proposed via panko version 8.0.0~b1~git2019121712.b787e1dc-0ubuntu1.

block-proposed tag dropped as this is blocking new version of panko from migrating in groovy.

autopkgtests are passing on the latest version uploaded to focal-proposed, which verifies this bug is fixed: http://autopkgtest.ubuntu.com/packages/p/panko/focal/amd64
