Bug Description
[Impact]
kcapi-hasher tools are used by linux-fips to fulfill the integrity check required by FIPS 140-2.
[Test Case]
kcapi-hasher, fipscheck, fipshmac and sha512hmac should be installed under /usr/bin by kcapi-tools.
[Regression Potential]
The regression risk is low or none, since we are simply adding new tools to the package.
