Kernel selftest srv6_end_dt6_l3vpn_test.sh fails on s2lp4.s390x:

This issue is due to missing functionality in iproute2. Upstream commit 69629b4e43c4 from the iproute2 git repo adds the requisite functionality to fix this. Upstream 0486388a877 is required as a prerequisite for the target commit. Part of cfad32569f is also necessary to add the appropriate value to an enum. Specifically, the addition of SEG6_LOCAL_VRFTABLE to the SEG6 enum in include/uapi/linux/seg6_local.h.
