For fwupd-signed, I verified it by copying the fwupdx64.efi.signed over the grubx64.efi binary on a SecureBoot-enabled system and verified that it was able to be exec'd. (I'm not sure how to force shim to execute it any other way).

Is there any progress on getting this fixed in bionic?

1.2.10-1ubuntu4 from eoan with meson-0.45-bc.patch from 1.2.10-1ubuntu2~ubuntu18.04.3 added builds and fixes the problem for me.

While this package has been granted an SRU special case exception:
  https://wiki.ubuntu.com/firmware-updates
It currently states that only "fwupd releases in the 1.0.x series."
can be SRU'd back to bionic.
But bionic is currently at 1.2.x now. Mario - since it looks like you
authored that exception, would you be able to help clarify?

Actually, it looks like there's been a queued fix for this in the bionic SRU queue for several months now. See bug 1884788.

That's correct, it's only supposed to be with the same series the OS version launched with. Bionic was an exception because it was on SUCH an old version that upstream decided to stop supporting it.
I would expect we should only SRU 1.2.x into bionic now. Iff upstream decides to stop supporting 1.2.x then yes we should bring it up to sync with focal.

Thanks Mario. Do you know what the status of the SRU for bug 1884788 is? The only issue I see mentioned in the bug is mine where I suggest correcting the changelog entry for this bug. If that's the only issue, would you mind uploading a fix and noting it there?

A quick note of the current status: on bionic (4.15 kernel) we are still looking forward to bionic re-uploading if possible because the uploaded version[1] could still reproduce this issue.

 - eoan (EOLed) 1.2.10-1ubuntu4.1
 - focal 1.3.11-1~focal1
 - upstream 1_2_X 1.2.13

Since 1.2.10-1ubuntu4.1 contains CVE-2020-10759, I think it is good to backport lastest eoan fwupd to bionic and consider moving to 1.3.x in the future. Does it make sense?

Sounds like there's a plan to update fwupd across releases to support SBAT. See the penultimate paragraph of https://ubuntu.com/blog/grub2-secure-boot-bypass-2021
