You need liblxc 3.0.2 to work with a 4.18 kernel.

That's because of a regression in the 4.18 kernel which the Ubuntu kernel team really ought to fix by reverting the unprivileged-mknod change.

That is failing with 4.17.0-9, the kernel is cosmic, as well. Does that contain that same unprivileged-mknod change?

The new liblxc has now migrated, so may be worth retrying.
