Unable to switch VTs - screen frozen. Even 'sudo chvt' hangs.

Bug Description

Prior to doing any Gnome Shell development I always disable the existing instance by dropping back to a non-graphical runlevel:

  sudo systemctl start multi-user.target

At least half the time this works. But the other half the time the screen freezes and I am not able to interact with it or switch VTs. Even a remote login can't force a VT switch:

  sudo chvt 4 # just hangs

The kernel log shows no errors at all.

Did this issue start happening after an update/upgrade? Was there a prior kernel version where you were not having this particular problem?

Would it be possible for you to test the latest upstream kernel? Refer to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest v4.17 kernel[0].

If this bug is fixed in the mainline kernel, please add the following tag 'kernel-fixed-upstream'.

If the mainline kernel does not fix this bug, please add the tag: 'kernel-bug-exists-upstream'.

Once testing of the upstream kernel is complete, please mark this bug as "Confirmed".

This bug has existed for as long as I remember. I do not know of any kernel version that didn't have it, but at the same time I have only been trying for a year or less.
