Bug Description

In Hirsute/Impish, debian source package Standards-Version moved to 4.5.0, and debian/source/format is created with content "3.0 (native)". It should be also helpful to backport this change to other maintaining series.

Hirsute/Impish already have this, and Groovy is EOL-ed on 2021 Jul.

also, we should aim for not being native, since each upload is a 220+MB load on the archive
