Bug Description

[Impact]

The Augeas package cannot be built in Bionic due to a couple of tests fail (test-rwlock1,test-thread_create). These tests should not be run because they are not actually testing Augeas.

On some platforms the GNUlib test suite can be flaky. This disables it, since errors in the GNUlib test suite are often not important because the tests can be checking nothing related to the package itself (nothing pretending to be cross-platformed for glibc is being used by the package itself but tested because all the gnulib tests are being included).

[Test Plan]

 Without the fix, you couldn't build the package in Bionic. You can see
 the successfully built of the package once the fix is applied in the
 following PPA:

 ppa:mirespace/sru-lp-1828074-bionic-augeas-large-http-files

[Where problems could occur]

 This fix is cherry picked from Debian, so the bug is corrected in following augeas package versions. Debian maintainers themselves do not consider it necessary to run the gnulib testsuite.

Problems in the future can occur if an included new change relates to an imported module with gnulib-tool, but it couldn't be the case because in the latest Debian releases this "--disable-gnulib-tests" is still present in the d/rules file.

The tests run the gnulib testsuite, where one test fails. Fixed in disco.

Accepted augeas into bionic-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/augeas/1.10.1-2ubuntu1 in a few hours, and then in the -proposed repository.
