19.10 gnome tweaks flashing and unusable

Bug Description

19.10 the gnome Tweaks app is weird and flashing when you click anywhere. No dropdowns are actually clickable, so the program is almost unusable. I figured out that I can, however, hold my cursor over the dropdown and scroll to change options, or arrow keys to change dropdown selections.

This bug is easy to duplicate. Here are the steps:
1. Install Ubuntu 19.10 with a fresh install.
2. Install all the updates.
3. Install the gnome-tweaks tool.
4. Open the gnome-tweaks too. It may not occur immediately, however, once you get down to the "Window Titlebars" section, change the Titlebar buttons or Placement options and at the point the tool will never work again and will be liked originally described.

The up-and-down arrows will allow you to change sections. You just have to make sure you move your left arrow first to ensure you are all the way on the left side before moving up/down.

Okay, I have more information on this bug. If you are in the gnome-tweaks tool and go to the "Window Titlebars" section. As soon as you click "Placement" and change it to left, the problem will show up.

I am affected too. While the window flashes, the console prints out a lot of:

    gtk_widget_size_allocate(): attempt to allocate widget with width -5 and height 15

about once per flash.
