zram-config terminates with status 2. zram swaps not enabled

Bug Description

dmesg says:
init: zram-config pre-start process (1047) terminated with status 2

sudo service zram-config start works though.

the whole dmesg reads:
[ 5.381143] zram: num_devices not specified. Using default: 1
[ 5.381145] zram: Creating 1 devices ...
...
[ 21.605734] Adding 1011288k swap on /dev/zram0. Priority:5 extents:1 across:1011288k SS
[ 21.606373] init: zram-config pre-start process (1047) terminated with status 2

num_devices should get calculated in the upstart script. The size is correct in that it's the same when started manually.

zram-config starts fails only at boot time.

# cat /var/log/upstart/zram-config.log

mkswap: error: swap area needs to be at least 40 KiB

Usage:
 mkswap [options] device [size]

Options:
 -c, --check check bad blocks before creating the swap area
 -f, --force allow swap size area be larger than device
 -p, --pagesize SIZE specify page size in bytes
 -L, --label LABEL specify label
 -v, --swapversion NUM specify swap-space version number
 -U, --uuid UUID specify the uuid to use
 -V, --version output version information and exit
 -h, --help display this help and exit

rmmod: ERROR: 'Wait' behavior is targeted for removal from kernel.
We will now sleep for 10s, and then continue.

This was improved in newer release. Please upgrade to 22.04 (zram-config 0.7) and let us know if the problem still happens.
