ZNC Upstream changelogs are in-depth in github, but this link contains the changelogs for this version including new features: http://wiki.znc.in/ChangeLog/1.0

This also updates Ubuntu's ZNC from 0.206 which is not a new package to something more recent.

According to the build dependency comparisons between 0.206-2 and 1.0-1, there should be no FTBFS issues here.

I'm going to be uploading to a PPA to test building of the package, before this is accepted for raring, since I keep Precise systems nearby and not latest-dev. Pretty certain building won't be a problem, here, though.

I'm subscribing ubuntu-sponsors to this for the sync request, as advised by ScottK (IRC)

These build tests were as-is in the package, except for an extra changelog entry to allow version name-change for the PPA build tests.
