zfsutils-linux does not match kernel version

Bug Description

I'm running Ubuntu 18.04.5 running a "linux-image-generic-hwe-18.04 5.4.0.53.59~18.04.47" kernel. This kernel comes with ZFS 0.8.3-1ubuntu12.4. Sadly, I'm unable to use features included in zfs 0.8 release (ex. TRIM support) because zfsutils-linux is stuck on version 0.7.5-1ubuntu16.10.

Can we please package zfsutils-linux that will match ZFS versions provided with hwe and hwe-edge kernels?

This is an issue on 20.04 with the HWE kernel too. zfs --version reports:

zfs-0.8.3-1ubuntu12.6
zfs-kmod-0.8.4-1ubuntu11.1

ZFS userland not matching zfs kernel I believe is the cause of a bug I'm having with zfs send.

Same on Ubuntu 22.04
