ZFS install, create new user, no new dataset

I have created a new user using the standard Ubuntu utility, but there is no new ZFS dataset created, like for the first user, that has been created during installation. See screenshot of home directory and zfs datasets.

Eoan is now EOL. Marking as Won't fix.
