Bug Description
It is missing the packages to recreate the initramdisk after enrolling a luks partition. It is also missing the yubikey-luks-open utility. You need to get someone to setup yubikey full disk encryption on a test system. You will identify a lot of missing utilities.

It looks like yubikey-luks-open is included, it is just in /usr/lib instead of /usr/bin. Which is confusing because I downloaded the package source and the debian/rules files indicates it should be putting it in /usr/bin. Maybe because it isn't executable in the source? Also the debian/control file indicates a dependency on expect, which is needed, but that does not show up in the package.
