$ sudo apt install youtube-dl

youtube-dl is already the newest version (2016.02.22-1).
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.

As listed on the main page for this package https://launchpad.net/ubuntu/+source/youtube-dl the version distributed with each Ubuntu release is approximately the version available when the distro was released.

This is a grave mistake. YouTube constantly updates their website and youtube-dl must be updated to account for this. As it stands right now, you are distributing non-functional packages to the users of non-the-very-most-recent Ubuntu releases, such as the latest LTS, 16.04. Meaning, 3/4 of the time out of all times the package is outdated.

I will take a look at that later.

I am the maintainer of youtube-dl on the Debian side and my work is mirrored
on Ubuntu, but I would love if my uploads of highly volatile packages were
also reflected on Ubuntu.

Especially a package like youtube-dl.
