apport package hook shouldn't ask questions for crashes

Bug Description

Binary package hint: yelp

If the bug is a crash report the package hook for yelp shouldn't ask you if you are trying to perform a task as you are clearly having a problem with the help browser.

if apport-crash in report['Tags'] should do it.
