[dapper]"help topics" is completely empty since last update

Bug Description

When i start gnome-help, the startpage, or "help topics" page, is completely empty.

If run from a terminal, gnome-help prints the following:

$ gnome-help
I/O warning : failed to load external entity "Cannot write to log file: /var/log/scrollkeeper.log : Permission denied"

(gnome-help:26338): Yelp-WARNING **: Unable to stat dir: "/usr/share/man/de/man6"

/usr/share/yelp/info.xml:0: error : unterminated entity reference Embedding Python 2.4
I/O warning : failed to load external entity "Cannot write to log file: /var/log/scrollkeeper.log : Permission denied"

Note: the original reporter indicated the bug was in package 'gnome-help'; however, that package was not published in Ubuntu.

I can confirm this bug. I get the following errors in the console when running yelp:
I/O warning : failed to load external entity "Cannot write to log file: /var/log/scrollkeeper.log : Permission denied"

When I run it as root I only get the error:
I/O warning : failed to load external entity ""

All help topics are blank and searching does not work.

I can confirm this, same error. The yelp version is 2.14.0-0ubuntu2, ubuntu-docs version is 6.03.5.

I tried changing permissions on the scrollkeeper.log file, no difference - yelp still displays no content.

Same thing here. Running as root leaves the following in /var/log/scrollkeeper.log:

"Mar 27 23:18:18 get_next_free_temp_file_path: No Content List for this locale."

Thanks for your bug. I'm marking it as duplicate of bug #35670. Running "sudo scrollkeeper-rebuilddb" should fix the issue. Read the other bugs for explanations on what happened and how it got fixed
