[dapper]"help topics" is completely empty since last update

Bug Description
When i start gnome-help, the startpage, or "help topics" page, is completely empty.
If run from a terminal, gnome-help prints the following:

$ gnome-help
I/O warning : failed to load external entity "Cannot write to log file: /var/log/
(gnome-help:26338): Yelp-WARNING **: Unable to stat dir: "/usr/share/
/usr/share/
I/O warning : failed to load external entity "Cannot write to log file: /var/log/

Note: the original reporter indicated the bug was in package 'gnome-help'; however, that package was not published in Ubuntu.
I can confirm this bug. I get the following errors in the console when running yelp: scrollkeeper. log : Permission denied"

When I run it as root I only get the error:
I/O warning : failed to load external entity ""
All help topics are blank and searching does not work.
