I can confirm this, installing libnspr4-dev means uninstalling libnspr4, on which gaim, and firefox and a whole buch of other packages (from ubuntu-desktop) seem to depend....

As a workaround for hardy users, you can just manually download and use libnspr4-dev from intrepid:
http://packages.ubuntu.com/intrepid/libnspr4-dev

I haven't tested to make sure compiling goes smoothly, but at least apt doesn't complain.

package has been obsoleted on Lucid but i cannot say for hardy.

Hardy is set for critical bug fixes only now in its lifecycle, so I don't think we'll be doing an SRU for it. Closing as "Won't Fix".
