Tooltips in Firefox are of window type "Normal"

Bug Description

Binary package hint: firefox

Tooltips off of the Gnome panel, for example, are of type "Tooltip", and they pop in and out accordingly with their assigned Compiz effect. However, in Firefox, on the bookmarks toolbar, etc., they are of type "Normal", causing them to use the same effect as a Nautilus window, etc. I don't believe this is correct, though it is minor.

xulrunner-1.9 might be able to do better. To know for sure we need to look at code. Not a release blocker though.

I just noticed that the tooltips seem to be fine now.
