FFe: include xfce4-datetime-plugin in Xubuntu's default install

Bug Description

I'd like to see xfce4-datetime-plugin added to Xubuntu's default install, this FFe is asked for in connection with this proposal here: https://bugs.launchpad.net/ubuntu/+source/xubuntu-default-settings/+bug/972388

I think that the addition of the datetime-plugin would really make a lot of sense (I know I keep repeating myself here).

In addition to the UIFe for adding it to the panel, a tiny UI improvement patch should be applied:

This is fine from a release team perspective, especially if you make sure the actual visible UI (ie: the clock format) doesn't change, for the benefit of people who've been working on documentation and screenshots. I agree that, for functionality reasons, datetime-plugin is the way to go (and I've been using it for a long time).
