Bug Description

Add Arc and Numix Blue UI themes and add Papirus and Numix icon themes.

numix-blue-gtk-theme was being maintained by Ubuntu Studio, but it doesn't appear that they are supporting it any longer since moving to Plasma.

If this is the latest upstream, it appears development has likewise stopped on this theme. https://github.com/encounter/numix-blue-gtk-theme

I'd recommend against shipping numix-blue at this time.
