Adwaita icon theme is broken

Bug Description

By default, Xubuntu ships with adwaita-icon-theme which is a very limited amount of icons in it and when you go into Appearances > Icons and select adwaita, it looks like this.

So i'd recommend we also bundle adwaita-icon-theme-full, so that icon theme doesnt seem broken.

Included as of xubuntu-meta 2.234

  * Refreshed dependencies
  * Added adwaita-icon-theme-full to desktop-recommends
  * Removed xfce4-notes-plugin from desktop-recommends
