Unable to move windows across displays without compositing

Bug Description
I set up two displays using the standard Xubuntu GUI. This worked without issue.
When display compositing is disabled via "Window Manager Tweaks" I am unable to move windows between displays. The windows exist on whichever display is set to primary, and, while part of the widow may be rendered on the other display, the titlebar is not able to cross the physical monitor boundary through mouse dragging.
This phenomenon is easily reproducible.
Either this is an unknown bug hit only with the (non-default) option of compositing turned off, or it is a known restriction of the compositor implementation, in which case it presents a serious UX issue (since there is no indication of the cause).
This is not an ongoing problem for me, since I'm happy to have compositing enabled.
Please let me know if further debug is required.

Various things have been changed in xfwm4, so one would have to test the current version and try to reproduce this issue.
