Research shows gnome-doc-utils was added as build-depends in 11.10 to bring in xml2po. That allows for translations. Nothing appears to provide xml2po any longer with gnome-doc-utils gone. Private libraries cannot be depended upon in package building and there is no extant upstream of xml2po any longer.
