Add/Remove... should (also?) be a direct child of the Applications

Bug Description
As we discussed on the xubuntu-devel mailinglist before, I think it would be a good idea to add Add/Remove... as a direct child of the Applications menu. The reasoning is that 1) it's logical to go to Applications-
To avoid confusing resulting from duplication it might also be an idea to remove Add/Remove... from the System menu, but just adding it also as a direct child would already be quite an improvement.
