Clicking on "Mouse and Touchpad" in settings results in continuous loading/busy

Bug Description

I have just reinstalled (fresh install) xubuntu 15.10. I didn't recall this bug in my previous install -- but this time whenever I click on the "mouse and touchpad" icon in the systems manager my mouse cursor turns into busy/working, but nothing ever opens (I let it run for > 15 minutes). I'm able to use the cursor outside the window and continue working in xubuntu - it's just the settings manager stays stuck until I close the system manager (natural close - not kill).

I'm not familiar enough with what commands to use in the terminal to test if the actual mouse and/or touchpad manager works... so if you need more tests let me know.
