Xubuntu Raring desktop uses Quantal wallpaper by default

During install and plymouth, Xubuntu raring uses the new raring wallpaper. Afterwards, the login screen and user session use the quantal wallpaper. See attached screenshots 14 (end install), 15 (login), 16 (user session)
