[UIFe] New wallpaper for 16.10

The Xubuntu team has prepared a new wallpaper for 16.10.

This change does not affect the documentation team (as we don't have screenshots of this in the documentation) nor the translation team, as it doesn't change/add any strings or add any image that needs to be translated.

We have the package ready to go. We are also fixing another bug with this upload and adding a few missing icons. I can ACK for the Xubuntu release team, also seeking approval for Ubuntu Release.
