xtables-addons shoud replace ipset, netfilter-extensions

Bug Description

For a few years now these packages were unusable:
- ipset: contains userspace tool, but no iptables modules, see #79182
- netfilter-extensions doesn't compile, see #320549

Package xtables-addons is a perfect replacement for these two. A dpkg installation of xtables-addons should automatically remove them.

Affects: Lucid and Karmic, possibly older versions too.

netfilter-extensions is indeed no longer available, replaced by xtables-addons 15 years ago.
ipset is properly working now.
