xset blank does not work

xset blank is not working. Nothing happens when I do `xset s blank; xset s 100`. While this works on my laptop with Xenial, it does not on my PC with Bionic Beaver server edition. What I expect is the screen to go blank and it does not.
However, dps features do work... just not the blank screen saver feature.
