S3 savage support is not working in 12.10 and beyond

Bug Description

Recently installed 12.10 from both desktop / and alternate. Neither one had working video support. In 12.04 the support works with 1:2.3.3-1ubuntu1. In 12.10 the version that is not working is 1:2.3.6-0ubuntu. Video doesn't work at all.

What exactly is not working? Video playback (XV) or simply not being able to anything on the screen? Is it the same symptoms as in bug #1083032?

The X is screwed up, incorrect display on the screen. There are four
large stripes and nothing recognizable when the DM is launched. However
the splash screen with lubuntu and the four dots does come up correctly.
Immediately after this splash screen, the display is garbled. Yes, similar
to the bug you mentioned. The problem was narrowed to
xserver-xorg-video-savage. The latest version appears to be the problem.
Let me know if I can be of further assistance.

I have this exact same problem on my Thinkpad T23, running Lubuntu. Video worked fine in 12.04, but after upgrade to 12.10, graphics are corrupted and unusable. I tried upgrading again to 13.04 and the problem persists. I can switch to a TTY and use it with no graphical anomalies, only X is broken.
