dual monitor setup half second screen does not display some programs

Bug Description
Same bug was present in Ubuntu 12.04 + unity (+/- compiz) for same machine, upgrade to 14.04 and switch to openbox did not help. See screenshot: gnome-terminal is cut in half. Any attempt to move it further right and it does not display anything further right than that line. Openbox dock is cut off in the same spot(though sometimes also disappears entirely). Some other applications(eg xterm) do display to the right of that line.
