Bug Description

I am able to boot with kernel 6.5.x after install
however after POWER OFF, Restart

It hangs during boot and it does not start the graphical server.

I have same issue on Debian Sid, with kernel 6.5.0-1-amd64.
It's not directly cold boot vs reboot. If I start my PC and reboot (ctrl+alt+del) on Grub stage, OS won't boot. To start my OS I need to:
* Power on Intel NUC12SNKI72
* Boot Debian from Grub
* Boot will hang at "Loading initial Ramdisk"
* Press ctrl+alt+del to reboot
* Now OS will boot properly

Issue occurs on kernel 6.5 (unstable version) and 6.4 (stable backports).

Something is loaded into GPU at first boot attempt which makes Debian (and Ubuntu) possible to boot properly after restart.

Some additional testing done:
* If at cold boot I boot Windows 11 Pro first and then Linux (Debian or Ubuntu), Linux boots properly.
* If at cold boot I add "nomodeset" to kernel parameters in Grub, boot process will hang as well. It's even worse with this param, because ctrl+alt+del does not reboot machine.

I believe it must be related to either firmware loading, i915 module or both.

Some more testing results:
1. The issue occurs when DP or HDMI outputs are in use (handled by Intel ARC A770M)
1. The issue does not occur when Thunderbolt4 video output is in use (handled by Iris Xe integrated graphics).
