GUI does not refresh when needed

Bug Description

Yesterday I updated to Kubuntu 19.10. Since then, I'm having graphical issues. It looks as if the screen is not refreshed when needed. Examples:
- clicking a link in a browser
- typing commands in Konsole
- typing this bug report

When I force a "big" screen update, for instance by alt-tabbing (usually, pressing only alt is enough) the screen is refreshed.
When a "freeze" happens, the mouse cursor can still be moved.

I have an HP laptop using the Intel i915 driver. However, there is also an Nvidia gpu on board, which might muddy the water a bit. However, the nvidia gpu should be switched off (prime-select query returns intel). There are no options set for the i915 module.

Additionally, it seems that the issue doe not occur on a fresh boot, only after a sleep or hibernate.

I noticed that the compositor backend renderer was set to OpenGL3.1. Setting is to OpenGL2 seems to solve the issue for now. Will test some more and come back to update.
