Plug in/out monitors doesn't trigger event

Bug Description

1. plug in or out a monitor through VGA
-> check that it doesn't detect the number of monitor change
2. open system settings
-> the sync happens

After a bisect, the commit fixing it upstream is 78f7451886f0a33df717c57fc1a079ee7e6f221e. This one seems to depend at least on some previous commits.

I'm available for any testing! (unplug/plug test should be done at least 30s after logging in into a vanilla session to have reliable results)
